The State Secretary of the Rostec State Corporation — on the implementation of AI in medical product developments and solutions demonstrated at the "Bioprom: Industry and Technology for People" forum.

—Sergey Anatolyevich, how do you assess the condition of Russian medical device manufacturing today? And what role does Rostec play in ensuring technological sovereignty in this area?
— Just 10 years ago, imported equipment accounted for almost 90% of our market. Today the situation is significantly better. Domestic manufacturers, including Rostec, are creating new products. As a result, the share of imports has decreased to approximately 70%.
Of course, under sanctions, ensuring technological sovereignty in the field of medicine and the production of medical equipment is a matter of national security. Rostec, as Russia's largest industrial corporation, is contributing to the solution of this task. In particular, we produce a wide range of neonatal equipment—incubators, phototherapy irradiators, warmers for newborns. We manufacture resuscitation equipment, including ventilators. We supply professional refrigeration equipment for healthcare (you can find our POZIS brand refrigerators in almost every laboratory, clinic, and hospital in the country), and many more.
The Corporation's portfolio today includes around 200 registered products ranging from consumables to high-tech medical devices. In the coming years, we plan to launch serial production of about 40 new types of equipment and increase our market presence fourfold.
We have recently approved a corporate program for the development of medical device manufacturing, which outlines our priority areas of work. To those already mentioned, I can add equipment for anesthesia and emergency care, ophthalmology, and in-vitro diagnostics. Furthermore, we plan to enter segments such as medical devices for general surgery, endoscopic examinations, etc.
— Where is your equipment being used today?
— It is used in medical clinics across Russia. Just in 2024, we supplied 85,000 units of our medical equipment to healthcare institutions. We are replacing foreign devices, making modern treatment methods more accessible and improving the quality of patient care.
Furthermore, equipment from Rostec enterprises is also sold on export markets. For example, it is supplied to Belarus, Kazakhstan, Kyrgyzstan, and other countries.
— Rostec is a traditional partner of the international forum "Bioprom: Industry and Technology for People." What will you be showcasing at the exhibition this year?
— In Gelendzhik, we will be presenting the newest developments in the healthcare sector. This year, that includes over 30 products. This includes resuscitation and diagnostic equipment, vaccines and refrigerators for their storage, products for exo- and endoprosthetics, and much more.
One of the focal points of our exhibition is equipment for cardiology. Fighting with cardiovascular diseases is one of the focus areas of the national project "Long and Active Life." Several companies within Rostec Corporation are creating products that help solving this task.
For example, Kardioelektronika will present the first domestic MRI-compatible cardiac pacemaker, Apollo MRI. It is used for severe forms of arrhythmia and allows patients to undergo magnetic resonance imaging without restrictions, which is impossible when using foreign pacemakers.
We will also show the automatic external defibrillator AND A25 from Shvabe holding. It is used to provide emergency care for critical cardiac arrhythmias. Thanks to its intuitive interface and voice prompts, it can be used even by people without specialized training who have completed a basic cardiopulmonary resuscitation course. The device automatically analyzes heart rhythm and recognizes abnormalities requiring defibrillation. The defibrillator received its registration certificate in the winter of 2025, and by autumn, the first batch of these devices had already been delivered to seven regions of Russia.
Another newest devicecs we will present at Bioprom could help solve one of the main problems in transplantology—the shortage of donor organs. This is the LIFE STREAM HEPAR perfusion complex, which can improve organ survival rates. It can be used not only for the recovery but also for maintaining the viability of a donor organ after reperfusion injury—that is, tissue damage caused by the return of blood after a period of ischemia or lack of oxygen. We are currently preparing for the serial production of this device.
A very relevant and important track today is prosthetics and rehabilitation. For the first time in Gelendzhik, we will showcase products from the Center for Innovations in Traumatology and Orthopedics (CITO), which are helping veterans of the Special Military Operation return to life and even engage in sports. I must note that since the beginning of the special operation, under the rehabilitation program for military personnel run by the "Defenders of the Fatherland" foundation, CITO has provided over 320 prosthetics for various sports. At the Bioprom exhibition, you will be able to see models for cycling, playing volleyball, running, and other devices.
— Rostec is actively developing the line of artificial ventilation devices. In particular, the Mobivent Arm received its registration certificate in July 2025. When is the series launch expected?
— The Mobivent Arm is a representative of a new line of ventilators from Kret. It is being developed in collaboration with practicing anesthesiologists and intensive care specialists and will allow for faster replacement of foreign devices in Russian clinics.
We plan to start serial production of the Mobivent Arm before the end of 2025. These devices are distinguished by their compact size and high mobility, allowing them to be used, for example, in field hospitals or in ambulances. The transport version, Mobivent Arm-T, will also be on display at Bioprom.
— Today, artificial intelligence technologies are affecting more and more areas of our lives. Are you implementing AI in your medical developments?
—For a large and technologically advanced corporation like Rostec, the development of artificial intelligence technologies is one of our strategic priorities. And we are not bypassing the medical field.
For example, Onecell, hardware-software complex, operates on the basis of artificial intelligence. It helps to quickly and, one might say, infallibly diagnose cancer. The launch into series production of this cancer scanner can be called as one of the main achievements of this year.
The device scans slides with the patient's obtained biomaterial and compares them with a database. Within a few minutes, the doctor receives the result. Artificial intelligence eliminates the human factor and reduces the probability of diagnostic errors to almost zero.
The Onecell scanner, unlike a human, does not experience fatigue and can operate 24/7, digitizing hundreds of micropreparations (up to 288 biopsy slides simultaneously). The complex has already successfully passed trials in 7 federal medical centers across the country. The first serial deliveries are planned before the end of 2025.
In Russia, this is the first device of its kind. Given the growing statistics on oncological diseases, the demand for this equipment is very high.
